Happy Sunday!
As seems to be happening with increasing frequency, I have no idea what the origin story of this puzzle was. So probably I tried it with a different puzzle and it didn't work. 😂
Thanks to Wendy Walker and Capn Rick for test solving. And especially to Cap'n Rick for re-working a non-trivial chunk of the fill (and even providing some of the clues). Plus he came up with the title, which was way better than my original. 🤣 Thanks as always to Joe Ross for tech support.

          This acronym has existed since the 1940s, but until this century, it was known only by Washington insiders. The opening of The West Wing (S1 E`1) shows this insider-layman difference. I suspect that TWW, with 10-15 million viewers, was the prime mover in the crossover of POTUS into general usage. (I have now just rewatched that 4-minute opening.                   Nice one! I guessed the answer because of the title and all of the clues with US cities/states in them- was there a more "mechanical" metanism that I missed that would assemble the letters POTUS?

                              I saw all the Presidents so naturally answered PRESIDENT, then was surprised when it was wrong. So I looked and saw OHIO! Ah, Cleveland, OHIO, so I was looking for BUSH Beans/Baby/League and GRANT Amnesty/Hugh and then MADISON Dolly or James...but wait James was in a clue that was odd and certainly the better known P/MUPPET is KERMIT, OK, I see it now. Like the second layer. I declare myself the Secretary of Rabbit Havens!
