This is a really difficult and weird puzzle. A suggestion to get started, not really a nudge but a suggestion, Do this on scratch paper first! It's a small enough grid you can do it on scratch paper with notes. I think this meta is easy if you do it on scratch paper first. But it's damned near impossible if you try doing it in the grid. Suggestion Nudge: Do the downs first!
Okay. Nudges because this is just so weird:
Do it on scratch paper first. It will not be doable otherwise but as it's such a small grid you can get a lot done by just scribbling notes
The clues aren't particularly hard. Try getting as many as you can without trying for cross grids
The across clues just wont fit with the down clues although they'll share many letters but the order doesn't work. So make it work.
Notice the clues, especially for the downs, have alternate numbering
Can you get the alternate numbering to match with entries
The down clued will fit in the grid. It's the acrosses that are scrambled
But they will match up with the alternate positions gathered

But on this CrossHare online grid the two 6x6 grids are all scrambled
Put the grids that you have on scratch paper into the Crosshare grid but in the scrambled order
Something scrambled will reveal the meta
The last line will reveal the meta
The meta is an anagram of the two last entries of the two 6x6 grids
The meta is an anagram of LEGMEN and TENANT
The meta is spelled out in order in the last line of the CrossHare Grid
