Aside from 1-Across and 6-Across, each clue is paired with the other along its row or column, and it's up to you to figure out which clue goes with which entry. There is one correct solution. I wonder how hard these would be if you don't disambiguate the first two clues. So you would just take common letters in one direction and let that restrict things.
I'll let @sommersmith (the author of the original quadruple mini) experiment with that. I have another quadruple mini coming up but I think I'll still have single clues in the top row.
