      The base puzzle was a fun solve. But I am totally lost on the meta (I gave up / revealed), which is kind of embarrassing, especially as a former math teacher.
      Any hints or guidance on how the meta mechanism works? (And does it have something to do with 32D? That seemed a bit off to me… but was the only entry that did.)

            Took me coming back to this a few times to see the hidden numbers. Of course, then I noticed that it was 10 digits... FAX... and I started Googling phone numbers. The first ordering (top to bottom, 421-019-6288) yielded nothing interesting. The second ordering (left to right, 129-104-8862) pointed me to the IRS. WTF! LOL. Fortunately, I finally did the smart thing next. Phew.

              I was having a hard time coming up with a clever title. I was hoping that FAX (sort of a homophone of FACTS) would point to the homophonic theme, not to the IRS! Haha! Thanks for sticking with it!
