That was fun! From the title I guessed we'd be seeing ROT-13. It was a good way of hiding potentially-objectionable comments. You knew how to read them, but you couldn't accidentally do so.
Very nice! I completely missed the ROT part and just solved this as a cryptogram. I used to do those daily, but haven't in a while- took me a couple of minutes to shake off the rust. Recognizing it as ROT-* would have made it a little easier!
