As seems to be happening with increasing frequency, I have no idea what the origin story of this puzzle was. So probably I tried it with a different puzzle and it didn't work. 
Thanks to Wendy Walker and Capn Rick for test solving. And especially to Cap'n Rick for re-working a non-trivial chunk of the fill (and even providing some of the clues). Plus he came up with the title, which was way better than my original.
