I know how figurative phrases work (trust me) and even then, it's a stretch for the reasons I stated. For something to be figurative, it still needs a bit of logical sense.
I have to disagree - this is a very common way to clue ATSEA. This clue and variations of it ("confused," "flummoxed," etc.) have appeared in numerous mainstream crosswords before.
