  Fun puzzle, thanks! One thing, Ånge in Sweden isn't a state, it's known as a locality, (AKA town), and is the seat of the Ånge Municipality in Västernorrland County. The EU website says that "Sweden is a unitary state, divided into 20 counties and 290 municipalities." "Unitary state" means that the country is its own state. Hope that clears things up a little.
