Constructor's Note
Use the rebus to enter 1, 2, or 3 letters per square. Inspired by Games Magazine's "One, Two, Three" puzzles. Hopefully not too tough, though I have a feeling this may be the hardest one yet. 😬 Good luck, have fun!

“Hardest one yet” was right! I got all the way there without checks and reveals (but with the occasional Google search, which was only sometimes helpful) except 7D (which I still don’t understand!) Thanks for the challenge!

Thanks for solving! "Honyock" and "clodhopper" are both (rural) U.S. slang for someone acting foolish. Neither really has much widespread currency, as far as I know, but I was called both on many occasions by my dad when I was misbehaving as a child. So, a bit of nostalgic self-indulgence on my part, at your expense, lol. Hope it was still fun!

My only mistake was misspelling withholding.... I had the double H singular. So close!
