The Library Puzzle

Constructor's Note
this is my first ever crossword puzzle. i made it for the library where i work. it breaks a lot of rules, like there's a bunch of two-letter words, and there's a number in one square, and many of the answers are very silly or refer to things that only people connected to the library would know. sorry. i'm very influenced by the puzzmo crosswords, so there are a second set of hints in spoiler text in the blog post.
Inside information that gives a couple of them away
One of the things our library has is a community puzzle, T. Elmer Cox is a local historian, our collections manager is named hilarie, and we have a little garden by the big spring out back.
there's a bunch of other impossible ones, but they don't require any inside info, just an ability to make the kind of logical leaps a novice crossword-maker might.
